and why does i.e. aeroflot has "SU" at the IATA code and "AFL" in ICAO code? why are UATA codes always 2 and ICAO always 3 letters?

IATA is the International Air Transport Association and has ZERO regulatory control.
ICAO is the International Civil Aviation Organization and they do have regulatory enforcement ability over its member states.
They have their own procedures and codes.
